Important Update on SNAP Benefits in Oregon

We want to share an important update about what you should know about benefit continuity during a federal government shutdown and changes to the Supplemental Nutrition Assistance Program (SNAP) in Oregon under H.R. 1, the federal budget approved in July 2025. For the most up-to-date information, visit the Oregon Department of Human Services (ODHS) page.

During a government shutdown, SNAP benefits will be disbursed on schedule. October 2025 disbursements will go out as planned.

Key Changes to SNAP Under H.R. 1 & Oregon’s Implementation Schedule

The following updates may affect some SNAP recipients in Oregon:

  • Work Requirements for Able-Bodied Adults without Dependents (ABAWDs)
    • Able-bodied adults without dependents (ages 18–64) must now work, volunteer, or train for at least 80 hours/month to remain eligible for SNAP.
    • Work requirements go into effect in six counties on October 1, 2025: Multnomah, Washington, Clackamas, Benton, Hood River, and Yamhill. Statewide rollout starts January 2026.
    • Some people are exempt from work requirements, including people attending school at least half-time. For a full list of exemptions, visit ODHS’ website.
  • Energy Assistance Allowance
    • Households previously eligible for the Heating and Cooling Full Utility Allowance (FUA) through energy assistance programs like Low-Income Home Energy Assistance Program (LIHEAP) or​ “Heat and Eat” will see changes.
    • Only households with at least one member who is age 60 or older or a member with a disability will automatically qualify for FUA.
    • Existing SNAP participants will be notified by ODHS in advance of any changes to benefits. These notices will start to go out October 15, 2025.
  • Changes to Eligibility for Refugees, Asylees, and Other Lawfully Present Immigrants
    • H.R. 1 removed SNAP eligibility for several participant groups. A full list can be found on this ODHS page.
    • Existing SNAP participants will be notified by ODHS in advance of any changes to benefits. These notices will start to go out October 15, 2025.

Not All SNAP Recipients Will See Immediate Changes

  • Current SNAP recipients will be notified in advance if changes affect their benefits.
  • New applications and recertifications after Oct. 1, 2025, will be evaluated under the updated rules.

What You Can Do / Where to Find Basic Needs Assistance

If you currently receive or plan to apply for SNAP benefits:

  1. Check your mail and your ONE account — Oregon DHS will send official notifications ahead of any changes.
  2. Review your eligibility status — Determine whether you may be subject to new work requirements or utility deduction changes.
  3. Know your exemptions — Students, caregivers, individuals with disabilities, and others may qualify for exemptions.
  4. Take action if needed — You can appeal changes or denials through ODHS if you believe there has been an error.
  5. Use available resources — Connect with the Basic Needs Program to learn about other food security and basic needs resources, or visit our website.
